Risk-Informed Programmes Consultant
Title: Lead Consultant to develop UNICEF’s Basic Package for Risk-Informed Programmes
Duration: 6 months (132 days) with extension based on funding
Location: Consultant will be based at UNICEF HQ in New York.
BACKGROUND
Shocks including natural hazards, armed conflict, epidemics, economic downturns and food price hikes, are eroding rights and reversing development gains; stresses such as, violence, unplanned urbanisation, rapid population growth, climate change and environmental degradation, are compounding vulnerability, reducing resilience and increasing the impact of shocks. Moreover, amid advances in development, the benefits of rapid economic growth have not been equally shared and disparities have increased. More than ever before, many of the most vulnerable children face increasingly high levels of risk. UNICEF definition of resilience is ‘The ability of children, communities and systems to withstand, adapt and recover from stresses and shocks, advancing the rights of every child, with special attention to the most vulnerable and disadvantaged children.’ Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), peace building and conflict are all part of resilience.
UNICEF is currently enhancing its new Strategic Plan (2014-2017) to include resilience into development programs in risk prone and fragile settings through two linked approaches (1) programming informed by risk and a wider context analysis and (2) aligning development and humanitarian action. It will be cognizant of drivers of vulnerability and risk and strengthen positive coping mechanisms; development work will be risk informed and transformational, reducing equity gaps and vulnerabilities to enhance resilience to shocks.
The above entails provision of support throughout the programming cycle (SitAn - planning - coordination - implementation - M&E), to develop country capacities for ensuring risk and conflict-informed analysis and integrated, adaptive and resilience-building programmes, addressing emerging issues and achieving high impact, equitable results for children and women affected by humanitarian crises and living in risk prone and fragile settings.
UNICEF Programme Division (PD) recognized the need to have sector specific and integrated guidance which will support the implementation of UNICEF’s strategy for resilience. UNICEF’s Basic Package for Risk Informed Programmes: The “How-to” Guide for Fragile and Risk Prone Settings will be developed to address this need.
PURPOSE
To enhance the capacity of UNICEF country offices, programmes, and partners in risk prone or fragile settings to: (1) use risk information to develop flexible programmes, (2) to strengthen systems to adapt/adjust programmes based on risk, and (3) make the guidance and tools available to prepare and respond to shocks. The project will focus on systems, community-based, and individual programmes to build the safety and resilience of systems, communities and individuals in risk prone and fragile settings. The project will contribute to the UNICEF resilience agenda proposed for the Strategic Plan (2014-2017).
The Basic Package for UNICEF country office programmes will include (1) the development of a framework where programmes will fit into an overarching integrated multi-sectoral UNICEF guidance on resilience (2) a “How-to” guide providing practical guidance and tools for UNICEF country office programme staff and key partners for mainstreaming/strengthening resilience in existing or future programmes/plans and (3) a training programme aimed at country office programme staff and partners. These three components will be known as UNICEF’s Basic Package for Risk Informed Programmes.
UNICEF’s Basic Package for Risk Informed Programmes will take into account and include/link to UNICEF’s current programmatic work and resilience initiatives across the organization and will integrate these when developing guidance and tools for DRR, CCA, peace building and conflict.
MAIN RESPONSIBILITIES AND TASKS
The lead consultant will develop a framework that will articulate UNICEF’s vision and strategic programme direction into which sector specific How-To Guide will be developed. In addition the consultant will lead and manage the sector consultants/technical staff in the development of the How-To Guide for UNICEF’s Basic Package for Risk Informed Programmes
Activities Include:
o Develop workplan with clear deliverables for the sector consultants/ technical staff
o Survey the current UNICEF initiatives related to the resilience strategy across UNICEF divisions, regions and countries
o Facilitate and participate in discussions with UNICEF country and regional offices, and key HQ staff for input into the Framework for UNICEF’s Basic Package for Risk-Informed Programmes
o Develop Framework for UNICEF’s Basic Package for Risk-Informed Programmes
o Co-Lead Strategic Advisory Group and regularly update the group on progress
o Draft TORs for the sector specific technical consultants
o Oversee and provide guidance to the sector consultants working to develop the sector specific and integrated components, including integrating cross-cutting issues into UNICEF’s Basic Package for Risk-Informed Programmes
o Work with the selected country teams, in country and remotely to develop UNICEF’s Basic Package for Risk-Informed Programmes
o Coordinate interdivisional work including meetings with UNICEF division heads and PD section chiefs to ensure the work is consistent with and inclusive of work on resilience going on across UNICEF
o Oversee the consultant(s) hired for the development of training materials for capacity building as part of UNICEF’s Basic Package for Risk-Informed Programmes
o Coordinate a workshop with UNICEF country and regional offices to finalize and validate UNICEF’s Basic Package for Risk-Informed Programmes
Deliverables:
o Work Plan for the Project
o Overall Framework for UNICEF’s Basic Package for Risk Informed Programmes
o Mid-Contract progress report on UNICEF’s Basic Package for Risk Informed Programmes including a summary presentation that could be used for a high-level meeting such as Martigny III
o UNICEF’s Basic Package for Risk Informed Programmes
MINIMUM QUALIFICATIONS AND COMPETENCIES
o Advanced university degree in a related field.
o A minimum of 15 years of experience in managing, planning and implementing development, emergency, DRR and/or peace-building/conflict prevention programmes.
o Experience developing guidance and tools and good written skills. Sample of work to be provided.
o Fluency in English (verbal and written). Knowledge of another UN language is an asset.
o Availability for travelling if required (at least 2 countries during the 6 months assignment)
o Previous UNICEF experience will be considered an important asset
